Hayat Eve Sığar (HES) Application
Privacy Policy

This privacy policy has been constituted in accordance with Law No: 6698 on the Protection of Personal Data (KVKK), Article 10 “Data Supervisor’s Responsibility to Inform” for informing the Hayat Eve Sığar (HES) application users on their personal data as the data supervisor (Ministry of Health of Turkey) under KVKK. Hayat Eve Sığar (HES) is the application which tracks and monitors contacted or infected persons in order to combat COVID-19 and mitigate the spread of the disease; also enables citizens’ verification of actual infection status or infection history for specifying the eligibility of travelling or entering public spaces. Pursuant to KVKK, the central address of the Ministry which acts as the data supervisor is “Bilkent Yerleşkesi, Üniversiteler Mah. Dumlupınar Bulvarı 6001. Cad. No:9 Çankaya/Ankara 06800”.

Identity of the Data Controller

In terms of your personal data processed in this application, the data controller is The Republic of Turkey, Ministry of Health.

Purposes of Processing Personal Data

In this application, your personal data below are processed for the following purposes:

  • Identity data: Identity Number given by The Republic of Turkey (ID Number), father's name and date of birth are processed for the purpose of verifying your identity. You can use the application with some restrictions without entering your data. If you do not want to enter your ID Number, you must enter your age to calculate your COVID-19 risk.
  • Communication data: When you first install the application, your GSM number is processed in order to enter the code to be sent via SMS and to verify your phone, ensure information security, and maintain the healthcare processes. You can only register for the application once with each GSM number; It is not possible for more than one person to use the application with the same GSM number. Also, in order to send an invitation to the loved ones you want to follow in the "Family" tab of the application, you need to enter their GSM numbers or select them from the contact list.
  • Location Data: Your location information is processed for the purposes of showing your location on the map, showing the COVID-19 positive cases near your location, and risk intensity in your region on the map, determining the location you are under isolation, sending you a notification in case you leave this location and informing the relevant authorities.
  • Health data: Your health information is processed to determine your risk of being COVID-19 positive and maintain the healthcare processes. According to your answers to the questions asked, you may be asked to visit the nearest health facility, or you will be asked periodically about your symptoms. Your risk status information will be processed for the purpose of displaying your risky/risk-free status information in your HES Codes and carrying out health service activities.

    • Through your HES Code, you will also be able to share information about your COVID-19 vaccination status, whether you have had COVID-19 disease in the last 6 months, and whether you have had a negative PCR test in the last 72 hours. If you do not want to share this information through the HES Code;
    • You can download the HES Application and change your HES Code settings via the “HES Code Settings” tab on the HES Application. You can turn this information on or off at any time through the HES Code.
    • Or you can turn this information off by sending an SMS text which includes “HES IZIN, your Republic of Turkey ID Number, last four digit of your Republic of Turkey ID Serial Number, RET” with the space between these information to the short number 2023.
    • If you have a Blue Card or if your Republic of Turkey ID Number starts with 97, 98, 99, you can turn this information off by sending an SMS text which includes “HES IZIN, your Republic of Turkey ID Number, your year of birth, RET” with the space between these information to the short number 2023.
    • T.C. If you do not have an Republic of Turkey ID Number or a Foreigner's Identity Number starting with 99, 98, 97, you can turn this information off by sending an SMS text which includes “HES IZIN, your nationality, your Passport Serial Number, your year of birth, your surname, RET” with the space between these information to the short number 2023.
    • You can change your HES Code settings at any time with the method described above and by typing “KABUL” instead of “RET”; Through your HES Code, you can also re-share your information about your COVID-19 vaccination status, whether you have had COVID-19 disease in the last 6 months, and whether you have had a negative PCR test in the last 72 hours.

  • Occupational data: Whether you are a healthcare worker or not and, if you are a healthcare worker, whether you have contact with patients or not is processed to determine the level of disease risk.
  • Bluetooth data: Your Bluetooth information can be processed in order to help users stay healthy by maintaining social distance if you allow them through the HES Application. This permission will be given via the warning window that will appear in the application.
  • Camera data: Your camera data can be processed to take a HES Code as QR Code by your permission on the HES application, and it can be recorded for the purpose of carrying out the security processes. This permission will be given via the warning window that will appear in the application.
  • Contact list data: Your contacts (phone book) information can be processed so that users can follow up by adding their loved ones from the contact list, with getting their permission through HES Application. Warning window appairs in the application for people to be able to give consent.
  • Files (Video/Audio/Image) data: Your video, audio and image information that will support your statements while making a rule violation notification through the HES Application, with your permission, can be processed and recorded in order to control the virus and to carry out transaction security processes. The related video, audio and image is provided by uploading files from the phone memory or recording feature in the application by using your phone camera. A warning window appears in the application for people to be able to give permission. In the application, a vaccination card can be created from the "My Covid-19 Vaccine Information" menu and saved in the phone memory as a pdf file.

Other Applications that Ministry Holds the Rights of Use and Copyrights

Ministry of Health totally holds all the rights of all the belowmentioned applications (right to use, publish, copyright etc.) within the application:

  • Ministry of Health: It is the official website of the Ministry of Health of Turkey.
  • Centralized Doctor Appointment System (CDAS): This is the application which enables taking appointment(s) from any public hospital and any physician via 182 Hotline, website and CDAS mobile application. Citizens can get appointments from Ministry hospitals, dental health centres and family medicines.
  • e-Nabız: This is the application through which citizens and healthcare professionals can access health data compiled from healthcare facilities. Users can access these data via website and mobile devices.
  • HealthPass: Thanks to this application, citizens can store their vaccination, testing and immunization certificates under international standards and easily use them during their travel.
  • Korona Onlem: This is the application that citizens can make pre-evaluation depending on new coronavirus (COVID-19) symptoms. Citizens are advised to visit a healthcare facility if the pre-evaluation result is positive in the app.
  • Entrance Form to Turkey: This is a website to provide correct COVID-19 related information and protect people and their relatives’ health status during their stay in Turkey.
  • Control My Medicine (ITS Mobile): This application enables the examination of the medicines in the market by scanning their QR code on the pack and see if it is registered to the system. You can also access detailed information about the medicine through the app.
  • Control My Mask (UTS Mobile): This application enables tracking of medical devices and cosmetic products whether they are imported or domestic products.
Transfer of Personal Data

Your personal data in the HES Application is not shared with third parties in any way, without prejudice to the exemptions in the first paragraph of Article 28 of the KVK Law.

Method and Legal Reason for Collecting Personal Data

Your personal data are obtained through this application in completely automatic ways. Your personal data; Pursuant to clause (a) of the second paragraph of Article 5 of the KVK Law, it is clearly stipulated in the laws, it is mandatory for the data controller to fulfill its legal obligation pursuant to clause (ç), and in accordance with the third paragraph of Article 6 of the KVK Law; public health protection, preventive medicine, medical diagnosis; For the purpose of carrying out treatment and care services, planning and management of health services and financing, it can be processed by persons or authorized persons or authorized institutions and organizations under the obligation of confidentiality, based on legal reasons.

Rights of Related Persons Application to Data Controller

You can use your rights stipulated in Article 11 of the KVK Law, by applying to our Ministry in accordance with the 13th article of the KVK Law and the relevant provisions of the Communiqué on Application Procedures and Principles for the Data Controller ("Application to Data Controller").
